The effects of recognition: Exo-Diplomacy

Recognition of the rights of Cetaceans will precipitate numerous effects. In anticipation of these effects, it is hereby proposed that strategic assertions be included in the initial proposal.

Point One:
The Law of the Sea will be called into question and will require adjustment. This is the area of international law that has been under discussion and development in the United Nations the longest. If CN is to take actual effect, it is proposed that the entire Ocean surface of the Earth be recognised as the territory of the Cetaceans.

Once this is established, a voluntary program of assignment of the territorial rights of individual countries to the Cetaceans needs to be instituted. Guidelines need to be established for optimum conditions for the Cetaceans.

By finding one or more countries willing to cede their rights to the surrounding seas, while retaining certain rights, such as sustainable fisheries, travel across Cetacean territory, gradual implementation of measures to ensure the health of the Ocean environment, and other aspects of this new relationship, we will set a precedent and a standard by which the remaining countries of the world will be measured.
Significant effort will be required to devise a program for accomplishing these goals.

Point Two:
We further propose the establishment of an academy of Exo-Diplomacy (Academy of Human Optimization, AHO), to be funded by the United Nations, for the express purpose of preparing Humans to serve as diplomatic representatives.

There will be a need for CN representaion in many places, as ambassadors, consuls and cultural representatives. Until and unless Cetaceans themselves are able to be present in the General Assembly, a Human liaison corps will be required.

The skills required will determine the curicullum for this Academy:

First, a Human candidate will have to be very well versed in the academic side of the subject, having studied, at the Cetacean Studies Institute (CSI), or another accredited institution, all relevant materials. This will include history of the Human-Cetacean connection, which covers ancient civilizations and the influence of Cetacean contact down the ages;
the still-living traditions of the indigenous peoples of the world who are known as Dolphin and Whale Dreamers, Wisdom Keepers and ceremonialists;
contemporary records of experiences with Cetaceans, and insights derived from them;
modern and ancient science in all areas relating to Cetaceans (acoustics, physiological mammalogy, oceanography, brain anatomy, language theory, physics, etc.).

Second, the candidate will be required to be very experienced in actual interaction with Cetaceans, both Whales and Dolphins. Swimming with them, living in close proximity with them for extended periods, communing with them, It is anticipated that this process will yield personal insights into the lives of Cetaceans.
Also included will be training in the field of Dolphin-Assisted Therapy (a curriculum has already been developed for this by CSI) Inter-species communication skills will be emphasized. Technologies for enhanced communication will be used.

Third, a theoretical background will be important. The history of philosophy shows that the quest for contact with the Other has dominated Human thought for many centuries. Because this is the "Encounter with the Other" long anticipated, a familiarity with the wisdom of spiritual and philosophical traditions will be valuable.

Fourth, physical training will be undertaken to enhance the ability of the candidate to swim with, and sustain long periods of contact with, Whales and Dolphins. Special training in breathing and swimming techniques will be required.

Fifth, a fully healthy, or optimized, Human will be very well developed in their emotional aspect. Training in the skills of emotional health will be required. Maturity of conduct will be required.

Sixth, a fully developed understanding of the skills necessary to design sustainable Human life systems will be a parallel to the understanding of a sustainable system of life for the Cetaceans. A course of training in Permaculture will be included in the curicullum.


Thus, we will have a diplomatic corps who are optimized Humans, capable of attaining the heights of human ability, seeking to match the level of life mastery that the Cetaceans exhibit.
This will be a first move in the chess game of relationship. By honoring the Cetaceans with the best the Human family has to offer, we will have established the sincerity of this effort.


We can anticipate extensive interaction with various international space programs, as we develop the training regimen for individuals preparing for interaction with non-Human intelligence.

Point Three:
We also propose that SETI, the Search for Extra-Terrestrial Intelligence, be involved in the communications research. This will give them credibility, as they will be able to develop appropriate responses to contact, and will enable them to engage in their stated mission of finding and communicating with non-Human intelligence. This was first proposed to them at their inception, by Dr. John Lilly.

Point Four:
Water quality around the world, by necessity, will become a central issue for the Cetacean Nation. The Oceans are downstream from everywhere! is the rallying cry.

A Board of Water Quality will required to monitor the progress of the cleaning of the world´s waters. This will, inevitably, begin a global movement toward an improved relationship with water.
This alone will make the Cetacean Nation responsible for significant change and improvement in planetary life.
